Decades-long warnings of the imminence of pandemic
To give an example, Dr Gro Harlem Brundtland , former Director-General of the WHO from 1998 to 2003, and ELHADJ AS SY co-chair, with Dr Gro, of GPMB wrote in October 2019 , in a premonitory article, just before this health crisis,
Imagine the following scenario. In a matter of days, a lethal influenza pandemic spreads around the world, halting trade and travel, triggering social chaos, gutting the global economy, and endangering tens of millions of lives…
Nation-states : In disorder
For example too, in May 2018, Dr Tedros Adhanom Ghebreyesus, current Director-General of the WHO, and Dr Jim Yong Kim, president of the World Bank (2012 to 2019) launched, on the margins of the 71st Session of the World Health Assembly, the GPMB ( here is its latest report )in charge of monitoring emergency preparedness across national governments, UN agencies, civil society and the private sector.
The need of a global response
For decades, the executives of the World Health Organization have not ceased to alert national decision-makers to the imminence of a pandemic that would threaten lives and livelihood of billions.

They are not unware that WHO has limited authority and budget to ensure state compliance with the IHR Id est their decision is devoid of objective motives barring political and biased ones, . This occurs in a moment where the global community must stand together.
These lines written by Robert J. Howard , in 2003, are still relevant :
It has never been more important for elected and appointed officials to cooperate fully with their international colleagues, scientific bodies and global health organizations in combined efforts to battle such diseases. We must work together, with skill, speed, openness and dedication -all elements of the best tradition of public health.…
